I don't know about the wall covering but that certainly is a neat, well organized basement. Is it yours?
If I had to guess, I'd say that is some kind of insulation. I bet @Frank Sanoica and some of the other guys know about it.

@Von Jones, that looks like Reflectix. It is an insulator that was originally used for livestock buildings, and is moisture-proof. It insulates as well as reflects infrared radiation and is now used everywhere, especially in places that are difficult to insulate or are subject to moisture. Look here.
My guess is a rock band rehearsed in that basement either that, or it was very cold in there Its definitely insulation, looks comfy don't it
I found a small roll of this at the flea market for $1 from one of my most frequented vendors. Not enough to do anything with but I wanted to know more about it, cost especially. Thanks, Don.
I think it's called blanket insulation, either vinyl or foil covered fiberglass. Used mostly for commercial steel buildings. See this article Scroll down to Photographs #3 and #4
We have a similar version of it under our house. The crawl space was “bagged” to prevent moisture and mold from getting to the joists. A de-humidifier was also installed to help with the moisture. The stuff initially came in panels which were around $125.00 per 4’x 8’section. The seaming tape alone was $50.00 per roll.
The article in the link states that a great percentage of heat loss occurs in basements, why would that be or how? I know my basement is always chilly during winter but somewhat cooler during the summer. I was thinking about insulating one side to make a 'woman cave.'
