To paraphrase Joy Reid, (MSNBC) she stated that Joe surviving Covid puts him in the same light as Trump surviving an assignation attempt. And, to add to the Covid thing, Joe out there among the public and around his staff…..without a mask whilst enduring the terrible Covid-19 virus. (it’s one of those “gimme a break” moments)

Could be. Then they might add the narrative about how strong and brave he was to fight his way through Covid at his age, not to mention the sympathy points.
In all seriousness, if indeed Trump retakes the Presidency, I’m not at all thrilled at the thoughts of what edicts Biden will initiate before he leaves office. e.g. new regulations by executive order, more Federal lands declared, pardons etc. Also, in the Senate, the Dems hold a small majority so I’m also awaiting some blank check initiatives to be placed on Joe’s desk for approval which he will undoubtedly do.
I had read that he and Barack were doing things to make it tough for a subsequent president to clean house. I have no idea what that entails.
That has been the case with most Presidents leaving office. As far as pardons, maybe Hunter will be handed a blank pardon, needing only the date filled in.
True but it will be the Biden string pullers who will be making the declarations. Joe will have no idea what is going on or what he is signing. And yeah, seeing how Hunter is allowed into confidential meetings with Joe, there’s no doubt that a Presidential pardon is also in the mix.

From my understanding, only the positions held at the behest of the President are fair game. The rest of those employed by the Fed are unionized and as we have seen in the past, those employees are extremely difficult to fire. Edit: Trump wants to slim down the Federal Government and give the states control of some of the now, executive branch departments such as the Department of Education. Obama may be suggesting to take those departments out of the hands of the Presidency and possibly tie them to the Legislative Branch. Just personal speculation mind you.
I don't think the President can just make agencies go away. Reagan tried to get rid of the Dept Of Ed when it was brand-new and failed.
