At 10 AM this morning a high pitched horn blast which was loud enough to wake the dead was sounded in the hallway of my apartment and lasted a full ten minutes. We residents have previously been told to immediately put our hands over our heads for protection.

Hands over your heads? Sounds more like a raid by the DEA. :)
The siren just means that you have to hide your stash.

Seriously though, is that all you guys are supposed to do during an earthquake?

Yes---just some protection against falling plaster. The building itself is structurely sound.

I would think most people would do that just out of human instinct to cover your head & face. :)
I'm glad they have drills though. It will keep people from possibly panicking if they need to sound the alarm for real.

Wouldn't you all be better having a hard hat in a cupboard somewhere rather than using your hands to cover your head?

You might not have the time to go and fetch a hard hat.
