There's a nativity scene which is created by hand by the locals and children every year and is displayed in the local church square close to our home in Southern Spain. It's a big attraction, and it stays there for several weeks over Christmas and the Spanish 3 kings and Moors and Christians ceremonies and fiestas in January...unguarded, and untouched by vandals... here's just a few pictures from the nativity...
We have a mini city that's life size here that's called the Streets of Bethlehem and even have actors that interact with you. Ive been a few times but not in awhile....not even sure if it's still done. Looks very similar to your city set up.
oooh this is in our little village in Spain, very hands on by the locals, .... nothing like the much more slick nativity style events that are put on in the city.. here in London... but much more cute
