First of all, welcome to the forum.

I'm not sure what applications you are looking for so forgive me if I suggest something that doesn't apply or meet your needs. I use Macs, and the Mac OS includes a fairly good text to speech feature, one that comes with the OS and doesn't require installing anything else. I had Dragon Speak, which was fairly expensive, but the one that comes with the Mac is just as good, if not better, so I don't use it anymore.

I don't know for sure, but I am pretty sure that the Microsoft Windows OS has something similar. The speech might sound a little robotic but they have improved that aspect of it considerably over the years. There are probably third-party solutions available too.

If you're interested in reading books, you can get a Kindle to do that for you. I think all the Kindles do that, but I'm not sure of that. I don't think every book that you get for Kindle has that capability built in, however. I know that this feature exists at least in some Kindles but I have never used it, so I don't know much about it, I'm afraid.

You shouldn't have to buy anything. Here are a couple of videos on setting up speech-to-text and text-to-speech in Windows 10. I haven't used Windows much in years but these might be of help. There are others, which you could find by searching for "Windows 10 text-to-speech" or something along those lines in a search engine or directly on Youtube. If you have another version of Windows, there are videos on them as well.
