I guess it's possible but don't think it was done. Lives were lost, that would be murder if found out. These type of things take a lot of people knowing....and people just can't keep quiet. Haven't they tried stopping theses types of destructive weather happenings? Thought I read awhile ago about stopping a tornado...that would be a good use of science and technology. At least tame the weather somewhat.
I would think that's forward thinking but that technology unavailable at the present time. Should someone have developed such a technology it would surely have to be tested. Someone would have detected it, some intelligence agency somewhere. If we had it we might have already used it against North Korea. Conspiracy theories can be and many are developed from many sources. This one me thinks we need not worry about in our lifetimes.
If it were done, it would be a segment of the government doing it, and I think they'd be likely to test it here, where they can control the coverage, before bringing it to the international stage. It is also quite possible that the goal is to persuade people that global warming is really a problem worth letting government have its way with us, and to accomplish some other political objectives along the way.

No, I don't think it possible. Even if it were, be difficult with our government and our system of government. Even so, while I think conspiracy theories can easily be cooked up, this one is walking out on the plank.
I (of course) totally agree that this is not only possible; but is very probable, and I think it is leading us a little further down the path towards total government control, just as the racist violence that is being promoted does. Weather modification is not a new thing, and our government has had patents for this for at least the last 50 years. This does not mean that everything that happens was made to do so by weather modification; but I do believe that when the opportunity presents itself, that our government has the means to influence our weather. We can modify weather by use of HAARP, which produces ELF waves, and can also heat up the atmosphere. So, if there is a hurricane already headed into an area, a "hot flash" of plasma from HAARP can totally heat the hurricane up and make it much more severe than it normally would be. Obviously, we have had some severe storms for centuries, way before anyone even considered weather modification; and this kind of a storm can certainly happen all on its own. But it can also be done with weather modification, and that is what the point of this conspiracy thread is about. I am not trying to convince anyone that this is what has happened with the hurricane in Texas; but it IS a good topic for people who want to discuss conspiracies to consider and discuss. Some of you may have noticed that I didn't say that I believe this is what happened. However, neither do I dismiss it out of hand because I believe that there are those in our government who are both capable and willing to do it if it advances an agenda.
I don't doubt for one minute that they are willing to do it. However, the fact remains that Texas has always been a victim of horrendous hurricanes. How about California earthquakes? Do you think they are a conspiracy?
True, but in the other Hurricane Harvey thread, the global warming / climate change theorists are making the argument that something awful must be going on because Texas got hit with a hurricane. If this is a normal weather event, then it shouldn't be used to advance a climate change agenda. If not, then it may have been engineered for just that purpose.
False dichotomy. It may be a "normal weather event" or it may be "due to global warming" or it may be because "God wants to punish Texas" or it may be because of "the recent solar eclipse" or whatever. All of which are more plausible than "engineered for just that purpose".
