There is a theory that when society is in complete disarray, those who have a plan are in the best position to come out on top, particularly when they also have the resources and are above the fray. When the commotion comes to an end, the people in charge won't be the ones who are in the streets protesting. Very likely, it will be those whose names we don't even know.
My theory is that those who have that plan are also the ones who caused the complete disarray in our society too. This in my opinion was part of their plan and also the reason why they did not get caught up in the disarray. Instead they will take advantage of the chaos and use it once again to further their own causes.
