That was considered. There was a plan to move those who didn't choose to move elsewhere to the island of Madagascar.

And with that, one might note that he was against Any race other than the blue eyed, blond hair Aryan race. The Jews, whom he considered to be parasites were only the prevalent grouping of a distinct differing race in Germany but he wanted the purity of the Aryan race to be without the blemish of any other race and not just the Jews. if he could have exterminated every other race on the entire planet, he would have. Hitler remember what the Jews did in WW1 where they promised England to bring the US into the war if they would give them Palestine [Balfour Declaration] they made the deal and then the news media own by the Jews started saying things like babies on German bayonets. So when WW2 started there was a fear that the Jews would do the same and they did. Not justifying what they did because they cannot. The only different than what the Americans did to the Japanese in WW2 is people in the US/Canada did not die.

BTW, this "solution" had also been favored by the leader of the British Fascists Oswald Mosley who also included Abyssinia as another possible location. Meanwhile, the unique frame of reference of an ongoing war had made alternative methods possible which would otherwise not have been feasible. The respective decision was made at the Wannsee Conference.
