Well, hasn't he been travelling the country for weeks to talk to the common people? It is estimated that rebuilding it is gonna take billions of dollars and last decades. So every cent is probably welcome.
According to what I read today, @Hal Pollner , the pipe organ is going to be okay. It did suffer some damage, but nothing fell on it, and what did happen is repairable; so that is good news. Because of the restoration, a lot of valuables had already been removed from the cathedral before the fire, and that has helped to minimize the loss also.

I heard the church couldn't be insured since no insurance company would be willing to and because the premium would be too high. The building is also said to be a national monument and is not owned by the Catholic Church.
There is a possibility that since potential donors do not know what they are paying for, they are withholding their money until there is some definite decision made. Macron said he would like to see a modern building complete with some sort of civic center take the place of those sections that were destroyed and the new guard is saying that it should be restored back to what it was. The bottom line is that if a person doesn’t know what he or she is paying for, why pay for it?
Exactly. Big donors want to be informed in detail about what their money is going to be used for. They'll make their payments according to reconstruction progress. Understandable in view of many weird proposals such as having a swimming pool on the roof of the church.
