Most state lotteries were justified by saying that all the profits will go to the schools. Of course, as you said, no schools got built, but teachers and administrators may have gotten big raises...I don't know. I could be wrong on this, but I believe it is a Federal regulation that Indian casinos are only permitted in states that have Indian Country AND state-sanctioned gambling, such as lotteries.
This is how snazzy I am....I was thinking about how much stuff I could buy at Wal-Mart, not even realizing with millions of dollars I could fly to Paris and shop for something not made in China.
Nope. Native Americans can have casinos on their reservations even if gambling is illegal in that state. It's a separate entity. There was a casino on the Cherokee reservation before NC passed the lottery bill. It's run by Harrods but the profit supposedly goes to the Cherokee nation.
In Michigan, lottery profits went to the schools but that amount of money was deducted from what the state was already investing in the schools, so it was a scam.
I'm sure if I won I'd still be the crazy, cranky, "B" I am all the time. Sure would like to find out, I play three games twice a week.

@Shirley Martin Questionable whether ALL the profit goes to the Cherokees, but likely some of it. ALL is very good P.R., though. Makes folks feel better about losing their money to the destitute rather than a big honky-tonk corporation. IMO. Frank
I doubt if all of it goes to the Cherokee but I have seen homes that were built with some of it. Schools, too.
Same thing in Florida. The state said to the schools, "Oh, you're getting all this lottery money now so you won't need all this money that we HAD been giving you!"
Thanks for the info, @Frank Sanoica . Over here there are some private vendors as well who may get paid for the number of tickets sold. Don't know their margin, though. They also use faces and initials of people who allegedly won but that's made up. What you can read quite often, however, is the procedure when someone hit the jackpot. A rep of the lottery company would knock on your door, would officially confirm your win, and tell you all you need to know about how to handle it. Being secretive is the most important thing in order to avoid being hounded as @Don Alaska mentioned. And, yes, it's tax-free. The money is also used for funding projects like a stadium and the like which are not privately financed.

Perhaps we mean the same thing, @Holly Saunders ? I actually had our state franchised national lottery in mind whose tickets are sold by private vendors or franchisees, if you like. Wasn't aware that it is, in fact, a franchise business, though, nor that there may be other private vendors as well.
