That's right. A National Guardsman can only detain a civilian. An arrest is legally different. Not a bunch of difference when you are when your face down on the pavement and you've got gravel ground into your face, your eyes are burning from the tear gas and your arms are jacked up around your back .So ya gotta deputize a few. Probably one Marshall per platoon or company.
I remember reading that they did something similar when the antifa/BLM rioters were burning down buildings out in Oregon, and they deputized some of the NG and I think also some of the State Patrol as Federal Marshalls to help out with riot control out there, because of the Federal buildings being attacked.

Yvonne pointed me to an interview with Major General Walker (head of the National Guard presence in Washington) and he said that Every inauguration has just about the same safety factors going on. Every 4 years the personnel are vetted and every four years there is a National Guard presence so that part is normal. He also said that there have been as many as 10,000 troops sent to Washington for an inauguration. Looking at that I guess it isn’t any real surprise that during these troubling times they sent an extra 15K. Oh yeah, just a note. The reason Yvonne pointed the video out was that the interviewer called Gen. Walker a Major. Now, I can see why those who do not know would call a Lt. Colonel a Major but a guy with 2 very visible stars on his chest (He was wearing fatigues) and cannot distinguish a major from a general? Just another idiot with a microphone.
