No n Nor Manufacturing name, the twine was part of it. Material on the handle remind me of stuff from the 50s I'm sure it's plastic but who knows.
My initial feeling was that it was Bakelite, I only remember Bakelite being black or brown. But it could be.
Is there a hole in the bottom of the yellow tube end ? My dad used to have an old sewing awl that looked similar to what you have , but it was made of wood and metal. It had a place on the top where the cord went in,similar to what yours has, and then there was a kind of needle at the bottom that you pushed into the leather that you were sewing. Your gadget looks similar, except it does not have the needle on the end.

I think Yvonne has it right. Maybe a sewing device used for sewing up tents or heavy canvas. That is some heavy cord on there and looks too heavy for the ones they used for feed sacks. My first thought was a measuring device but that doesn't really make sense either. Is there a set screw that would hold a needle in that small tube off the end? The red cord may give a clue. Maybe a bead stringer and something is missing.

I remembered because people bring Bakelite jewelry (bracelets, etc) to Antiques Roadshow, and some of the stuff is worth decent money...and it's in many of the colors on that chart. Most of the Bakelite I've touched has either been VOM cases or the knobs on the dash of my '59 Austin Healey (when I had it.)
I can't tell you how many ways I searched. I saw a lot of interesting Bakelite stuff (including stuff we had when I was a kid), and then I saw some really weird stuff on that Reddit page...kinda Ripley's-looking oddities.
My next possibility is that it is a kind of tool for measuring, since there is a little lip at the top, and once you put the cord through the lip, then it would pull out sideways. It would not be a precise measurement, since there is just the cord, but once you have measured the length, then you just have to re-use that amount of cord to get the same distance. Kind of like a plumb bob, maybe ?
exactly, also I've seen Bakelite used for terminal strips. I found some additional photos, they were in recycle bin guess i was cleaning the computer out .
