Was it a Target Gift Card or a Target Visa Card? I've never heard of any charges with the Target Gift Card but it's only good at Target. Those were popular when my 12 yr old grandson was younger and it was a pretty common bday gift to friends. Instead of getting them a toy they might have or not like, they gave The Target Gift Card. I've seen my grandson use it and have never seen him have to pay anything unless of course what he wanted was more than the amount on the card.
If Target offers a Visa, too, it must have been that... because I buy some of these for gifts often, and there are never charges on them, either for buyer or seller. I know that the Visas and AmEx's bought at these stores have them, though, yes.
Oh, okay. Yes, they charge for those. The Target gift cards are usually by the checkout or just ask. Think they have the red circle on them. You only pay the amount you want the card for and the recipient of the card doesn't pay a fee either. I never give a visa gift card because of being charged.

On the topic of gift cards I selected an Ebay gift card with hopes of using it for an item I had my eyes on. The problem is the price is more than the amount on the gift card and I wasn't able to pay the difference by my debit card so I just paid with my debit card. My question is how is the gift card used on Ebay purchases when the amount does not cover the price of an Ebay item? Anyone had this experience before?
I never used a gift card on Ebay. My purchases are always on Amazon because I always have Amazon gift cards. If they do it the way Amazon does it, you just have a left over balance in your account that you use as you see fit, but I guess your question if if you don't have enough for the purchase, What happens? what you have is probably deducted from the total amount to be paid. I am just guessing here, because that is the way most stores do it. I hope you get a better answer..VON.
Our local library has limited hours as well. Just how long will libraries and bookstores be around with so many people buying/using Kindle today? Just like, sooner or later, Greeting Card stores will go, because so many people today send cards over computers. As I always say, "Welcome to 2016!" (and beyond)
They said the music industry would suffer when the 'cassette' and writable CD's came out. People will just copy and not buy. Artist are still making money and companies still doing well. I buy hardcover books and enjoy ebooks. As long as there are a few of us who enjoy the 'feel' of a book in their hands, print will survive. On the other hand, content is the important thing for me.
I read a while ago that some younger people are rejecting electronic books and enjoy spending time in actual bookstores and buying printed books. I am selling and giving away many of my books, but only the ones I don't plan on keeping and re-reading. There will always be some I'll hold onto, even though I read most on the Kindle these days. I prefer a paperback book in the tub, but do often take my Kindle in there, as well. There may be a section on ebay for FAQ that would address the issue of partial payments via gift card. I would think the subject has come up frequently. It seems as if it should be a straightforward transaction, the way it is in stores and in most online sites, where partial payments are accepted from different sources. I think that's becoming more common these days. I actually noticed the availability of that as an option when I was paying a bill recently...I think it was my cable provider that offered it, and it seems ebay should at least be as advanced as they are.
