I just found a picture, taken in the early 1940's, of a relative with a ridiculously short tie, about this length. Were short ties popular in the 1940's? I suppose with high waisted trousers and vests being popular in the 30's and 40's, why bother with a long tie? 1938
I wore ties for over 40 years of my work life, starting in the mid 70s. Styles (thin/medium/wide, short/medium/long, small knots/medium knots/long knots) cycle through and come back again. I bet if I dig in the back of my closet I can find some Wembley ties c1977. You were supposed to be able to scrunch it up and shove it in your pocket, and it would stay wrinkle-free. My favorite ties are the Christmas ones I accumulated over the years.

My dad had a set of 3 ties he always packed for his annual managers' meeting. Each had a pinup girl printed on the back: one blond, one brunette, one redhead. Each wore a one-piece swimsuit with the obligatory matching color heels. Flip the tie around, part the material, and there they were, looking over their shoulder at you. Actually, they were looking at the camera, but you were supposed to be personally flattered. Va-va-va-VOOM!!! I cannot find pics on the web. I wish I had thought to take them when he died. Until the mid 80s, they would have been a hoot at work...after that they would have got me fired.
