That's the way I saw it also. The purpose of the video was to get out all the lead in statements: "It wasn't because Biden did A, or B, or C, etc... " ...(as if they are all assumed to be true, hence the hating puppies)
Under oath in a court venue, as opposed to Congress (which would never impose any sanctions against him), Fauci says different things than that which he disseminates to the public. He admitted that he patterned the US response to Covid on the Chinese response, and he would not (or could not) cite any study leading to his change of mind from masks being ineffective to recommending mask mandates, stating that he knew of no such study.
The Chinese don't vaccinate, at least in large numbers with the mRNA vax, so that patterning on the Chinese must have ended when Pfizer started funneling money to him.
That response was to questions about mask mandates, distancing, and business closures. Yes, that was early on, before the vaccines were readily available. Plus, in her book, Collins said that as soon as they were able to persuade Trump into agreeing to a two-week shutdown, she immediately began pushing for a long-term shutdown. Trump's two biggest failures, IMO, were that he allowed Fauci to run far too much of the government during the last part of his term, and that he really sucks at picking the right person for a job. He did okay with the Supreme Court, though.
He originally thought he could choose people and fire them if they didn't do the job, as he did in his business. He didn't completely understand politics and no one clued him in. He learned later and used "Acting" bureaucrats toward the end of his term.
Remember when all of the doctors that were trying to talk to people about the dangers of the vaccine, and how other medications like the ivermectin would actually help, were immediately taken off of Twitter ? It now turns out that besides all of the other liberals there who were being paid to throw off conservative voices and doctors, that Fauci’s daughter actually worked at Twitter, so she was in charge of making sure that he dad looked good, and anyone who disagreed was cancelled.
