You had to pass it to find out what was in it. It downgraded Medicare and caused the loss or downgrading of insurance coverage for millions of Americans who had previous insurance and that money went to the unemployed, underemployed and illegal entrants to the country. Almost no one read the bill before it was voted on, and the financing was a real scam.
IIRC, that was because the democrats gutted another bill and stuffed this bureaucratic obscenity inside it to get it passed. The whole package, everything about it was an “Obamanation”. Congress critters very quickly claimed themselves exempt because they wanted no part of it.
