I used to run cabling for office security and access control systems (card readers, entry gates) in office buildings in DC/MD/VA. I ran cabling through the parking garages, where I would hammer drill through the horizontal beams that the ramps were built on. Sometimes my drill bit would pull back newspaper. Once can imagine what things would be like without codes and inspectors.
I think the safest parking are those elevator type all steel construction where they just drive on the section and it lifts when full to the next. I think Japan uses those type elevators. Japan has some really crazy laws, especially when it comes to cars and insurance. 50 years ago it was chaos and don't be an American serviceman involved in a simple fender bender. My Sister lived there for 5 years while her Husband was stationed there in a Marine Corps Helicopter Unit. She once told me the cost of car insurance and I forget what it was but it was a number to remember if you live there.
