It was the case in many circumstances. And many would admit it. I've heard them myself; I worked in factories, restaurants and other jobs with black people and that's how they felt. Not all of course but many.

Poor bastards with their single-hit fame. They are stuck in Groundhog Day, singing the same thing over and over and over. I had a friend who played guitar and sang. Fred did the Holiday Inn lounge circuit. We built a recording studio in his basement where he would record his own backup band one instrument at a time, and I'd mix it down to cassette tapes for him to play at his gigs. I could go the rest of my life without hearing Mister Bojangles again. And Fred only sang for a few years. Caldwell (and others) were saddled with their hits for decades. Regarding Marie's point about music being race-centric...I just read this on Caldwell's WIKI page: Caldwell was a guitar player with Little Richard's band, and he eventually signed with a record label that was mainly R&B. Executives at the label wanted to conceal the fact that Caldwell was white, so they kept his face off the album cover.
I know there are some fakers out there, but I'm a bit shocked that anyone thinks this is the rule rather than the exception. This man is my favorite. He admits when he has heard a song before. And you can tell when he is not too keen on one. Although he never says anything negative, he deflects into a discussion about the meaning of the lyrics.
Another one who did his music on his albums was Neil Young, who played in different bands but later played his band instruments, by himself. Also, one who kept his photo off the album was, Charlie Pride, they let all fans believe he was white until it finally came out. "All about money".
