You seem oblivious to the fact that much government control is in the hands of non-elected bureaucrats. She was president on paper only but probably couldn't have ordered a chicken sandwich from the WH kitchen without staff approval. More simply put, you might view her as president for an hour or so but few others did, especially in DC.
No, she was never the president but still just the Vice president doing what a vice president is supposed to do and that is filling in for the president during times of illness. Her title never changed just her duties in case of a critical national emergency. In reality, nothing changed as Obama was conscious and still running the country.

I just saw that Vladimir Putin has endorsed Harris for President of the United States! He said he would vote for her "giggle" as that is the only policy statement she has made and he particularly liked it. It was in jest of course, although most of her enemies would love the U.S. to fall apart under a Harris-Walz Administration.
I think Putin was merely having fun emulating what a major portion of the U.S. is fixing to do: vote for a woman of whatever color and a cackle. That’s it. There something that has been forgotten though. When Biden first took office he said that Kamala would be fielding most of the international calls but later on, Biden said that He (on separate occasions) had talked to Putin, Un, Xi, and Zalenski. If indeed she has talked to those world leaders, they all probably DO want Kamala to win because they know that she isn’t smart enough nor capable of leading the world’s largest superpower.
There is talk among some that Biden doesn't even know who Tim Walz is. His mental decline seems to be accelerating, and that is why he has been on an 18-day vacation while the world is burning. An American hostage held by Hamas was killed in cold blood, but not a peep was made about it by either Biden or Harris. Americans don't count for much any more apparently. It is also speculated that a 25th Amendment action may take place before the election to put Kamala into the White House and make her the incumbent. Who knows? It may all be fluff, but the foreign press is wondering who is in charge. I assume the foreign intelligence services know, but neither the American public nor the world at large seem to know who is in charge.
