Oh, this case is similar to the ongoing cleansing related to the illegal drug trade. There are the so called ninja cops who re-sells the illegal drugs they have confiscated. And their vendors are usually the small people in the streets. They are called runners who takes care of the daily sales while the ninja cops do their part by catching drug pushers to get their supply for their runners.
