I can't copy it, it's "scrunched", but legible, so I'll write it verbatim: "District of Columbia: The District will launch will not launch a controversial plan this year to pay it's most violent gun offenders stipends to stay out of trouble." Pardon me but this is not funny at all. However, it has already been done here. Sometime in the 1980s, the local community called Barangay was established. Each town or city is composed of barangays, maybe 25 to 100 barangays depending on the area and population of the town or city. Each barangay is headed by a captain who is elected together with a council of 6 or 7 members. So the setup was pretty good. However, when peace and order was enforced, the barangay officials encountered stiff opposition from the thugs who are the ubiquitous figures in the street where they drink and act as toughies. What the barangay officials did was.. they hired those street toughies as tanod or street security or marshal. Sof for the first decade of the barangay, the tanods were the street toughies and petty criminals of the barangay.
