According to The Canadian Encyclopedia, wind chill was created at Little America, Antarctica in 1939. It was before the second world war when "Admiral Richard Byrd, (Paul) Siple and his partner Charles Passel conducted the experiments". They "developed a formula for relating heat loss to wind speed and air temperature, expressed in units of atmospheric cooling. Later, the formula was modified to allow computation of a wind chill equivalent temperature.
@Steve North Here in the Mohave Desert, we experience a kind of "reverse" experience with this. The air contains so little moisture that, for much of the year, the "wind-chill" effect works backwards, often beneficially. For example, in the summer, when the temperature may be 100 degrees (F) and the Relative Humidity 10%, the "Heat Index" s actually less than the prevailing temperature, perhaps 92 degrees. Thus, it feels "cooler" than 100 degrees. In winter, when the actual concept comes into play, given an actual temperature of, say, 50 degrees, the "wind-chill" factor, here often called "real-feel", may be 55 degrees or more, depending on how low the humidity is. Humidity here is very often below 5%, in any season, and Dew Points are correspondingly very low, except during "Monsoon Season", in the Summer, when Dew Points may climb higher, actually, than those typically presented in the arid areas like the Midwest. @Bill Boggs You & I both! I grew up learning English, while listening to a smattering of Czech, Polish, Italian, Lithuanian, and some Russian, but learning little of any but English. Then, told by advisors I needed a "foreign language" in high school, I took German. You should have heard the hoots from my grandparents! They on both sides despised the Germans! Frank
