When Reagan ran in the presidential primary, he was treated much like Trump. As an outsider, he couldn't be depended upon to follow the agenda, so they were afraid that he'd get in the way. Apparently, he made a deal. In return for the support of the Republican Party, he would name George H.W. Bush as his Vice President, and surround himself with members of the Council on Foreign Relations. Although he is generally thought of by Republicans as being what a Republican is supposed to be, he didn't accomplish any of the things that he ran on. He was going to abolish the Department of Education, but it got bigger and stronger during his terms in office. Government, as a whole, got bigger. Someone in his Administration, I think it was Pat Buchanan, but don't remember for sure now, said that Reagan gave the speeches but Bush set the policy.
Trump made a presidential decree to take/freeze funds of people involved in anti humanitarian acts after that many CEO quit and went hiding.
