Clearly an Enumerated Power, because even though our forefathers could not envision AR-15s, they could clearly foretell a nationwide income tax to support the cooked coke habits of the populace. I won't do it but a good argument could be made for moving most of the leftist agenda, including speeches made by our current President and Vice President, to either the funny pages or the conspiracy section.
