There is a nation-wide (U.S.) organization sounds like just what you describe; Senior Co-Housing, here's the website: https://www.cohousing.org/aging-alone-the-place-to-start-when-seeking-a-cohousing-community/.

This senior co-housing can in some instances replace both independent living (about $2,000 a month) and assisted living (betw. $3,000 and $4,000 a month) and be cheaper than both. But like a lot of this great-sounding stuff, you have to be close to civilization (in other words, a large-enough city) to find it. And even if you do find such a place, it doesn't replace skilled nursing when the need for that arises

The senior co-housing idea is a great one, especially for "elder orphans" (the elderly who have neither family nor spouse) which is a larger and larger growing part of the population, especially here in the U.S. Unfortunately, there seems to be a huge amount of the elderly who would really benefit from such a living arrangement but have spouses or partners who are dead set against it. (My situation.)
