I've had friends from South America (mainly Peru and Bolivia). I've yet to meet anyone from there for whom 7:30 doesn't mean 10-ish. Drove me nuts. Maybe it was just them...
Dunno. When I lived in Nogales, Mexico it seemed like if someone told me a certain time, although unspoken, that certain time always meant tomorrow at that time.
Yup, but you’d be amazed how a little line across a border can make such a monumental difference. I worked in the U.S. but lived in Mexico. On the Mexican side, everyone was extremely outgoing and I made quite a few friends but on the American side, the Latinos were standoffish and very tribal. Perhaps the Latinos on the American side kept their distance from Gringos because some of us can be extremely ugly. That said, the Mexicans on the Mexican side averaged about $3.00 USD for a week’s work so if there was an issue of “when”, a $10.00 bill placed firmly into the right person’s palm would get the job done whenever I wanted it done.
The Peruvians are famous for being late...the same as the Ukrainians. Once, in PA, an Ukrainian old lady and sons showed up for diner 45 mins. later. Too bad for them. My hubby and I, after 15 mins. waiting, turned off the lights, moved to the back of the home and dined in front of the TV. See, if you have an emergency you call. Period.
An ex pastor of mine said he wanted to go to lunch one day when I was still working. So I go to the restaurant and wait for him to show up. He showed pup 1/2 late. I told him that I don't have time to waste waiting around and left.

The Latinos -I am one- in USA are way different from the Latinos in our countries...and from one country to the other. Is very difficult -to "put two together". We don't want to be agglutinated in one basket and, certainly, we don't want to have anything to do with the illegals. Now, about being on time is a matter o "how much of a narcissist a person is."
You hit a 60 year old sore spot. I got straight As during the 3 years of Spanish I took in high school, and I never learned any dirty words. The guys who were flunking knew all of them. ¡Aye! Regarding being late in general...I would never do that unless I got stuck behind an accident or something. You call them narcissists. Some may be. Some are just plain rude. The rest lack self-respect.
I know that you're more likely to find someone who will speak English to you in a business in Matamoros, Mexico than you will across the bridge in Brownsville, Texas. On topic, when it comes to things that I hear but don't believe, that would include pretty much everything I hear from the media, from local news to weather reports, to national news, it's more likely to be a lie than not.
