I have a speak to a stranger a day personality and usually do so anywhere and everywhere I go don't matter I never have had any issues meeting people, met my best/closest friend going shooting in a parking lot I said "if possible I would like to meet you was all". Many years later still friends just better ones. I learned along time ago there are many others just like me that would like to meet others, you just have to want to and make it happen. Pick something you like to do and go where others do it, dog parks are great.
