Probably Fall for the Pittsburgh area, it's very hilly and in winter we needed chains or back then I think they were called "studs" ? No sure anymore but it was required to put them on in November. No, not studs, maybe chains. I know it was something that was put on the tire itself, not snow tires. In all the places I've lived, Pittsburgh was the hilliest.
