I think it has been steadily on the decline and started declining when many racists & bigots finally figured ot that it was SOCIALLY UN ACCEPTIBLE.
I find it ironic that in the push to make people kinder and better behaved, we actually have the meanest-spirited people now of all time. At least in my memory.
