Not here, because apart from one clothing store, it's probably 40 years or more since shops gave out paper bags...
Maybe not in England, but most stores in the United States do, although its been about 25 years since they quit putting the paper bags out front. I think they cost more for them, so they don't bring them out unless you ask for them, though.
I've thought of buying one of these in some form some day. I have a car, but if I ever retire and don't have a car, I would like to have one. I wonder if they are allowed on buses?
